The proposed project is the restoration of the Loch, a man-made water course located in the North Woods of Central Park. The Loch was originally designed as a series of pools connected by cascades, however erosion and sedimentation stemming from a period of management neglect of the surrounding landscape during the mid-20th century has caused much of the area of the original pools to become silted in. The project involves the selected removal of these accumulated sediments within the historic footprint of the Loch. The sediment removal will allow for widening and deepening of segments of the existing watercourse to create deep-water pools with a more complex riparian zone, connected by segments of more defined stream channel. Re-establishing these pools would restore and conserve the historic character of this landscape feature, while also enhancing the habitat quality and diversity of this component of the park.

DOT is proposing to install approximately 5,000 new bicycle racks over the next three years at various locations throughout the City. The action is concurrent with the overall expansion of the bicycle network with a goal to reduce congestion and improve air quality through the provision of bicycle parking facilities at priority locations such as commercial areas, transit stops, parks, and schools. Since 1996, approximately over 19,000 bicycle racks have been installed. The proposed sites for the new bike racks have been carefully chosen in such a way as to avoid reducing clear sidewalk space to less than eight feet or to less than half the total sidewalk width when fully occupied by bicycles. Community Boards are notified and given the opportunity to comment 30 days before the installation of a CityRack.

The 235th Street Pumping Station (PS) is a combined sewage and stormwater facility located in the Riverdale area of the Bronx at 3869 Palisade Avenue and is part of the New York City Department of Environmental Protections (NYCDEPs) sewer collection system. The pumping station was originally constructed in 1966 and includes an above grade electrical room as well as subgrade pump room and subgrade wet well. The station is located in a remote area along the west side of Palisade Avenue surrounded by the New York City Parks Departments Riverdale Park. The pumping station receives combined sewer flow from approximately 80 acres comprised of single-family, multi-family, and commercial land use and pumps the sewage approximately 1,100 linear feet (LF) along Palisade Avenue south to a manhole located at the intersection of Palisade Avenue and West 231st Street. This is the only station in all of DEPs 95 pumping stations that operates belt-driven pumps. The station experiences sporadic power outages and is increasingly difficult to maintain due to the age of the equipment and a lack of spare parts, particularly for the belt-driven pumps. The station has failing exterior brick veneer and cracked and spalling concrete in multiple locations.

Project Description
The City of New York (the 'City') has proposed the Brooklyn Queens Connector (the BQX), an 11-mile streetcar project in a corridor between Red Hook, Brooklyn, and Astoria, Queens, (the Proposed Project) in the boroughs of Brooklyn (Kings County) and Queens (Queens County) (the Proposed Project). The Proposed Project would provide new, efficient, and reliable streetcar transit to the neighborhoods and employment centers along the proposed alignment and to multiple subway stations and other transportation modes. The Proposed Project would improve transportation mobility for over 330,000 residentsincluding over 40,000 New York City Housing Authority (NYCHA) residentsas well as over 280,000 employees accessing job centers along the corridor, including downtown Brooklyn, the Brooklyn Navy Yard, and Long Island City. The City also wishes to explore two alternatives to the Proposed Project: a bus rapid transit (BRT) service along the same corridor as the Proposed Project (the BRT Alternative), and a coordinated set of transit, bicycle, and pedestrian improvements to existing infrastructure and services in neighborhoods along and adjacent to the corridor (the Neighborhood Mobility Alternative). The result of an alternatives screening that considered a larger list of modes, these alternatives were determined to have the potential to meet the Purpose and Need of the Proposed Project, and also to be technically feasible in this corridor. The Proposed Project alignment would run primarily along existing city streets, from Smith Street and West 9th Street in Brooklyn to 21st Street and Astoria Boulevard in Queens, with a new bridgeaccommodating transit, bicycle, and pedestrian modesthat would span Newtown Creek. The Proposed Project would include rail placed in the street, an overhead contact system ('OCS') to provide electric power, multiple traction power substations (substations), a fleet of modern vehicles, one or more vehicle storage and maintenance facilities, and approximately 25 stations with raised platforms, shelters, and other amenities. The Proposed Project would be owned by the City and would be constructed largely on mapped streets; however, it is anticipated that some right-of-way acquisition may be required for limited portions. The BRT Alternative would have a similar alignment to the Proposed Project, with a few exceptions, and many of the same elementsincluding dedicated transit lanes and widely spaced stations with raised platforms. It would not include rail or overhead electric infrastructure; instead it would employ specialized battery electric buses. The Neighborhood Mobility Alternative would consist of a package of transportation improvements along an 11-mile corridor, which would provide benefits in various locations throughout the project area.

The New York City Department of Homeless Services (DHS) is proposing to enter into a contract with Acacia Network, Inc. (Acacia) to operate a transitional family residence in an existing building, currently known as Crystals Place (formerly Capri Whitestone Hotel), located at 555 Hutchinson River Parkway in the Borough of Bronx, New York. No exterior modifications were made. Interior renovations are limited to painting four units on the first floor for office space use and removal of a hot tub from one of those units. No other improvements were required to accommodate DHS use as a transitional facility. The existing building is a 22.3-foot tall twostory structure with a cellar and has a gross floor area of approximately 33,320 square feet. The building contains a total of 95 units. Currently, 91 units are available as residential units for homeless families and the remaining 4 units serve as office space for the housing program. The resident population at Crystals Place fluctuates from day to day. The maximum resident capacity is 286. Thirteen staff members are present on-site during the day and ten at night.

The proposal involves the New York Department of Citywide Administrative Services (DCAS) and the New York City Department of Housing Preservation and Development (HPD) seeking approval for (i) the disposition of a negative easement corresponding to the transfer or sale of development rights from City-owned properties to adjacent privately-owned properties; and (ii) the disposition of light and air easements over the City-owned properties. In addition, the owners of the adjacent private properties are seeking approval for special permits pursuant to Zoning Resolution (ZR) 117-533 to modify street wall requirements. The owner of Block 432, Lot 21 is also seeking approval for a special permit pursuant to ZR 16-352 and 74-52 to allow public parking. These discretionary approvals would facilitate the development of two new mixed-use buildings that will include affordable housing (the Proposed Project) at 26-32 Jackson Avenue and 27-01 Jackson Avenue (collectively, the Project Sites), in Long Island City, Queens, Community District 2. The development rights proposed for conveyance to private property owners are generated by adjacent City-owned lots (the Disposition Sites) located partially beneath the Ed Koch Queensboro Bridge Approach. DCAS will convey the development rights to the respective owners of the adjacent privately-owned properties and HPD is expected to enter into a restrictive declaration with those owners. The first site is located at 27-01 Jackson Avenue, Queens NY (Block 432, Lot 21), on the block bounded by Hunter Street, 42nd Road, Jackson Avenue, and 43rd Avenue (North Site). The project site measures approximately 9,190 square feet (sf). Currently the North Site is a vacant lot. The adjacent City-owned disposition sites (Lots 18 and 29) are vacant and located beneath the Ed Koch Queensboro Bridge Approach. Under the proposal, the North Site would be developed with the proposed project, a new 27 story, approximately 179,100 gross square foot (gsf) building containing 120 dwelling units (with up to 40 affordable), approximately 10,454 gsf of retail space, and 91 public parking spaces located in a two-level, above grade garage. The second site is located at 26-32 Jackson Avenue, Queens NY (Block 267, Lot 21), on the block bounded by Jackson Avenue, Purves Street, Dutch Kills Street, and Sunnyside Railroad Yard (South Site). The project site measures approximately 10,000 square feet (sf). Currently the South Site is occupied by a vacant, one-story building. The adjacent City-owned disposition site (Lot 25) is currently used as parking, and contains the Ed Koch Queensboro Bridge Approach ramps. Under the proposal, the South Site would be developed with the proposed project, a new 49 story, approximately 416,100 gross square foot (gsf) building containing 361 dwelling units (with up to 112 affordable), approximately 11,017 gsf of retail space, and 5,015 gsf of space that may be used for retail or community facility use.
