Job Description
Hours: Full-Time Position – 35 Hours Work Location: 30-30 Thomson Avenue, LIC, NY 11101 The NYC Department of Design and Construction, Division of Finance and Procurement, seeks a Junior Capital Budget Analyst. The selected candidate will provide support in managing the agency’s capital budget to develop budget submissions to the Office of Management and Budget (OMB) and respond to OMB questions regarding financial plan submissions. The candidate will assist in preparing Certificate to Proceed (CP) documents, ensuring that project scopes are consistent with the Capital Commitment Plan and capital eligibility requirements for contract registration with the Comptroller, and respond to OMB questions regarding pending CPs. Responsibilities include: assisting the team with updating Capital forecasts in the Financial Management System (FMS); forecasting projected task orders and change orders; modifying the Capital Plan based on the latest cost estimate information; and tracking the commitment plan project process against fiscal year targets. Additional duties include: assisting with the preparation of Budget Code Modifications; using FMS to create Fixed Asset Intent (FNs) and Commodity Requisition (RQC1s) for projects well in advance of contract registration; reviewing Capital Project Initiations (CPIs) for budget and schedule alignment; and entering new projects into DDCs’ project tracking system (PIMS, Benchmark, PDMS). Job Description

Job Description
The New York City Department of Health and Mental Hygiene’s Division of Environmental Health works to prevent and control illness and injury related to environmental and occupational health risks through outreach, education, surveillance, and enforcement. With staff of 1,000, the Division covers a broad range of subject matter, including oversight of environmental investigations, lead poisoning, injury prevention, occupational health, food safety, childcare, radiation control, recreational and drinking water quality, air quality, climate health, vector control, veterinary public health and pest control. The Office of Vector Surveillance and Control (OVSC) is responsible for field and laboratory activities to detect vector-borne pathogens—such as Zika virus, West Nile virus, and Lyme disease—in mosquitoes and ticks, and to prevent their transmission to humans and other hosts. The program also conducts research to understand transmission cycles within the city and to develop strategies for reducing the impact of these diseases on residents. With climate change increasing the risk and geographic range of vector-borne diseases, OVSC's role is becoming increasingly critical. In addition, the office conducts public education and outreach to raise awareness about preventing mosquito and tick bites and encourages reporting or eliminating potential vector breeding sites. A Public Health Sanitarian, within the New York City Department of Health and Mental Hygiene (DOHMH), plays a crucial role in protecting public health and safety. They are primarily involved in community sanitation, conducting inspections, enforcing health regulations, and implementing public health initiatives that protect the health of New Yorkers. DUTIES WILL INCLUDE BUT NOT BE LIMITED TO: - Inspect private and public properties such as parks, green streets, business establishments, multi-family housing campuses, schools, catch basins, sidewalks, tree pits and any other applicable city areas for standing water and environmental issues conducive to rodent and/or arthropod infestations. - Investigate complaints regarding standing water, rodent infestations and unsanitary conditions. - Collect field data and make notes and electronically transfer data for further processing. - Conduct special studies and surveys as directed by the supervisor. - Issue violations and tribunal summonses for non-compliance with the NYC Health Code and the NYS Sanitary Code. - May evaluate the presence of contracted pest control service and equipment. - Plan and coordinate community service programs to educate the public about West Nile virus and other vector-borne diseases, as well as the reduction of mosquitoes and other vector breeding sites. - May a tend and testify at administrative court hearings. Job Description
The Bureau of Communicable Diseases (BCD), part of the Division of Disease Control, is responsible for the surveillance, prevention, and control of over 70 infectious diseases including foodborne, enteric, waterborne, respiratory, zoonotic and vector-borne diseases. You will assist the Antimicrobial Resistance Unit and the One Health team by providing dedicated analytical support to monitor and control multi drug resistant organisms in humans and animals in New York City. Within BCD, the Antimicrobial Resistance Unit (ARU) aims to 1) conduct surveillance for and facilitate rapid response to high-priority multidrug-resistant organisms, 2) undertake epidemiologic research on the transmission of these organisms in the community, and 3) promote judicious antibiotic prescribing practices and infection prevention efforts by disseminating resources to NYC stakeholders, including data on local antibiotic use and resistance trends. The ARU is comprised of three teams: the Surveillance and Data team, the Infection Prevention and Control (IPC) and Antimicrobial Stewardship (AS) team, and the One Health team. The goals of the One Health team are to understand and control the spread of multidrug-resistant organisms in humans, animals, and our shared environment. DUTIES WILL INCLUDE BUT NOT BE LIMITED TO: Under the supervision of the One Health team lead, this analyst will provide data support for both the One Health team specifically as well as the ARU more broadly. Their duties will include, but are not limited to: • Building, maintaining, and strengthening surveillance of antimicrobial resistance and antimicrobial use data from humans and animals. • Supporting IPC and AS for veterinary professionals including creating new and innovative resources. • Providing analytical support for whole genome sequencing (WGS) initiatives, including: o Coordinating with epidemiology, laboratory, informatics, and information technology teams to ensure proper transmission of WGS data. o Developing and maintaining routine reports to analyze and share WGS data. • Providing analytical support for ARU projects including: o Surveillance of carbapenem-resistant organisms (CRO) and methicillin-resistant Staphylococcus aureus (MRSA) in New York City and detection of community-associated transmission o Core ARU duties and data needs such as CRO case investigations, routine data cleaning, quality assurance activities, etc. • Supporting project management needs based on data analytics. • Presenting results of data analyses to internal and external stakeholders. Housing Services Administration is a division of New York City’s Department of Social Services that oversees housing stability and rehousing efforts. HSA administers rental assistance, housing supply, and placement programs to help individuals and families exit shelter, prevent homelessness, and secure safe, affordable housing across the city. Housing Services is seeking one (1) Inspector (Housing) to function as a Housing Inspector, who will: · Conduct inspections for compliance in accordance with the Department of Housing and Urban Development Housing Quality Standards. · Measure dwelling units and rooms to determine compliance with code space requirements. · Inspect dwellings for safe and unobstructed passageways, stairways and exits; Inspects dwellings for cleanliness, proper disposal of garbage and rubbish, and vermin infestation. · Enter dwellings and dwelling units and inspects heating, lighting, ventilating, and sanitary facilities for code compliance. · Prepare detailed descriptions of dwellings and premises; Corresponds with property owners regarding violations of the Housing Code and time allowed for correction of deficient conditions. · Maintain records of inspections using both automated systems and manual files. Minimum Qual Requirements
1. Five years of full-time experience performing one or a combination of the following: (a) As a journeywoman/journeyman (i.e., fully-trained, knowledgeable, experienced, proficient and competent) in at least one of the following trades: masonry, carpentry, plumbing, plastering, or ironwork; or (b) As agent in charge of the maintenance and repair of multiple dwellings for a real estate management organization; or (c) Performing field inspections requiring the gathering and reporting of data concerning the physical aspects of housing or of building construction or renovation; or 2. At least three years of experience as described in "1" above, plus sufficient education in an accredited college or technical school in the trades listed in "1(a)" above, towards a baccalaureate degree in engineering, architecture, engineering technology, construction, construction management, construction technology, or architectural technology to make up the remaining equivalent of the required total of five years of experience, on the basis that one year of acceptable experience will be credited for each 30 semester credits of relevant education; or 3. Completion of at least three years of apprenticeship in housing inspection plus sufficient experience as described in "1" above to make up the remaining equivalent of the required total of five years of experience; or 4. Completion of a five year apprenticeship in housing inspection; or 5. A baccalaureate degree from an accredited college or university, in engineering, architecture, engineering technology, construction, construction management, construction technology, or architectural technology; or 6. The Center for Population Health Data Science (CPHDS)- launched in October of 2023- aims to catalyze critical data modernization work and enable the agency to make progress toward linking public health, healthcare, and social service for timely and effective publication. The Bureau of Epidemiology Services (BES) collects, analyzes and communicates data to monitor and improve the health of New Yorkers. BES provides statistical and analytic support for public health surveillance, epidemiologic research, and program evaluations at DOHMH. It also promotes strengthening internal capacity for research and evaluation through consultation and regular trainings for DOHMH staff. BES plays a pivotal role for initiating and performing inter and intra agency collaboration projects, including acquiring data, developing study designs and methodologies, analyzing data, and disseminating findings. TASK FORCE: FEMA Disaster Recovery UNIT: Sandy Grant Management JOB TITLE: One (1) Deputy Assistant Director CONTROL CODE: BAW-27-03 SUMMARY: The Mayor's Office of Management and Budget (OMB) is the New York City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor's expense and capital budgets, which fund the services and activities of approximately 90 City agencies and entities. The FEMA Disaster Recovery Task Force, within the OMB-Managed Grants subdivision, works with City, State, and Federal agencies to help New York City recover from the lasting impacts of Hurricane Sandy, COVID-19, Tropical Storm Isaias, Tropical Storm Ida, and Tropical Storm Ophelia, as well as other federally declared disaster events. The team coordinates policy, monitors the budgets, and ensures compliance with applicable requirements for projects funded through the FEMA Public Assistance program. Additionally, the team works with various agencies to build the City’s capacity to prepare for and respond to future disasters. This new position will be responsible for day-to-day programmatic oversight, in conjunction with the Assistant Director and existing team staff, of the FEMA Hurricane Sandy recovery grant. This includes project management, reimbursement claiming, compliance, and grant closeout. Please note that this is a grant-funded position. Your term of employment is dependent upon the availability of grant funding, but it is expected to be at least three years. JOB DESCRIPTION: The duties of the position include the following: • Project Administration o Develop and maintain knowledge of active Sandy projects, across a variety of work types being implemented by numerous City agencies. o Obtain working knowledge of applicable Federal, State, and City rules and regulations. Minimum Qual Requirements

ABOUT THE OFFICE: Pursuant to Article 18-B of the County Law, the Assigned Counsel Plan (ACP), in consultation with the Presiding Justices of the 1st and 2nd Appellate Divisions, has been providing quality legal representation to eligible individuals who cannot be represented by an institutional defender provider due to a conflict or other qualifying circumstance since 1966. All services provided by the Assigned Counsel Plan are funded by the New York State Office of Indigent Legal Services and the City of New York through the Mayor’s Office of Criminal Justice. ACP provides compensation to private attorneys representing indigent clients charged with criminal offenses. Attorneys are assigned matters by the Administrator's office when a conflict exists prohibiting the institutional providers from providing representation. ABOUT THE ROLE: Under the direction of ACP leadership and MOCJ’s Chief Technology Officer, the Technical Coordinator will support technology operations across ACP offices, satellite locations, and courthouse-based settings throughout the five boroughs. This role will provide direct field support to ACP staff and assigned counsel legal providers, including troubleshooting hardware, software, connectivity, remote access, audio-visual systems, and other technology used to support legal operations. The Technology Coordinator will also support user navigation of ACP’s Salesforce-based Case Management System, helping staff and legal providers access, use, and troubleshoot system functionality in coordination with ACP leadership, MOCJ Information Technology, vendors, and other operational partners. This is a field-support position requiring regular travel throughout New York City, including ACP satellite offices and courthouses in all five boroughs. The ideal candidate is customer-service oriented, technically skilled, comfortable supporting legal and non-technical users, and able to solve problems in fast-moving operational environments. TASK FORCE: FEMA Disaster Recovery UNIT: Sandy Grant Management JOB TITLE: One (1) Deputy Assistant Director CONTROL CODE: BAW-27-03 SUMMARY: The Mayor's Office of Management and Budget (OMB) is the New York City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor's expense and capital budgets, which fund the services and activities of approximately 90 City agencies and entities. The FEMA Disaster Recovery Task Force, within the OMB-Managed Grants subdivision, works with City, State, and Federal agencies to help New York City recover from the lasting impacts of Hurricane Sandy, COVID-19, Tropical Storm Isaias, Tropical Storm Ida, and Tropical Storm Ophelia, as well as other federally declared disaster events. The team coordinates policy, monitors the budgets, and ensures compliance with applicable requirements for projects funded through the FEMA Public Assistance program. Additionally, the team works with various agencies to build the City’s capacity to prepare for and respond to future disasters. This new position will be responsible for day-to-day programmatic oversight, in conjunction with the Assistant Director and existing team staff, of the FEMA Hurricane Sandy recovery grant. This includes project management, reimbursement claiming, compliance, and grant closeout. Please note that this is a grant-funded position. Your term of employment is dependent upon the availability of grant funding, but it is expected to be at least three years. JOB DESCRIPTION: The duties of the position include the following: • Project Administration o Develop and maintain knowledge of active Sandy projects, across a variety of work types being implemented by numerous City agencies. o Obtain working knowledge of applicable Federal, State, and City rules and regulations. Interpret, monitor, and communicate changes to staff and partner agencies and task forces. o Collect and review documentation. o Identify and recommend solutions for various programmatic issues. o Contribute to and participate in training seminars on FEMA requirements to City agencies. o Take an active role in identifying opportunities to increase funding awards. o Ensure that claiming/reimbursement requests are proceeding in a timely manner. o Report on status of projects to upper management, DHSES, and FEMA including identifying risks to completion. o Represent OMB/NYC in meetings with external partners like New York State and FEMA. o Work with FEMA Task Force colleagues, other OMB Task Forces, and agencies to ensure projects are adequately progressing, properly budgeted and expenditures tracked, and all relevant FEMA policy and guidance is being followed. • Team Supervision o Oversee a team of OMB staff that is tasked with day-to-day tracking of projects. o Work with other task force members to develop and provide trainings so staff are supported and have opportunity for professional development within the team. o Analyze the efficiency and effectiveness of task force procedures and develop recommendations for change. REQUIREMENTS: Deputy Assistant Director ($145,807): Bachelor’s degree, preferably in public administration, business, finance, economics, data science, accounting or a related subject, and a minimum of four (4) years’ experience in budgetary planning/management, financial analysis, public policy analysis, grants management, or a related field or a Master’s degree, preferably in accounting, finance, public administration, public policy, or a related field, and a minimum of two (2) years of experience state grant management, financial analysis, budget planning/management; state budget analysis, or a related field.

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and storm water, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City. The Bureau of Engineering Design & Construction (BEDC) currently has a portfolio of capital projects valued at $35B, and another $13.6B projected over the next 10-year commitment plan. The projects BEDC implements allows DEP as a whole to continue to operate and maintain an exemplary water supply system. The Capital Budget and Contracts (CBC) division provides support to the Bureau in the areas of procurement management, change order processing, CP processing, contract close outs, capital budget management and payment review. BEDC seeks to hire an Associate Project Manager 1 to serve as the Task Order Contract (TOC) Specialist for the CBC Division, located at our headquarters in Queens, NY. The Bureau processes an average of 1,500 contractor and consultant payments annually. BEDC currently manages over 200 active projects that support DEP’s core operations, revenue protection, regulatory compliance, health & safety, and critical infrastructure. To maintain compliance with the NY City Charter and PPB Rules, and to avoid paying interest on payments, there are strict thirty- and sixty-day timelines in which invoices must be processed. Under direction of the Chief of Contract Administration, the TOC Specialist will be responsible for the administration and coordination of multiple task order contracts supporting the Capital Program. This position ensures that all task orders are properly scoped, procured, executed, and closed out in accordance with contract requirements, schedule, and budget. The TOC Specialist will serve as the primary liaison between internal program teams, contractors, consultants, and procurement staff to ensure efficient contract performance and compliance. The Deputy Portfolio Manager will support the PM managing a portfolio of in-City Wastewater Capital Program projects including: wastewater pump station rehabilitation, Gowanus Canal Superfund CSO Facilities design and construction, , and state of good repair upgrades at various WRRFs. A portfolio typically consists of a dozen large-scale capital projects in various stages of planning, design and construction with an aggregate value of $1 Billion or more. The Deputy PM will manage assigned projects, while also overseeing AM staff managing projects within the same program or project groups. While assigned projects will change as existing projects are closed out and new projects are initiated, typical assigned projects include time-sensitive work on various consent orders, structural improvements and upgrades of main sewage pumping, power distribution, solids handling, and process systems at Wastewater Resource Recovery Facilities; rehabilitation of wastewater pump stations; rehabilitation of docks and resiliency-related improvements. The Deputy PM will direct the oversight of the planning, design and construction of major capital construction projects for a program that will allow the DEP to meet its wastewater treatment requirements into the future. The selected candidate will be responsible for the achievement of project goals and milestones, ensuring that all prepared schedules, reports, and work products conform to the scope of work. In addition, the Deputy PM will support the preparation, negotiation, and processing of appropriate modifications to Consultant Contract scope, cost, and schedule for successful project completion. The selected candidate must ensure that Environmental Health & Safety is incorporated throughout the project lifecycle and must be focused on client service to the operating bureaus. The selected candidate will be responsible for the implementation of all project delivery procedures and coordination with all the bureau support divisions, such as the Project Controls Group (Schedule & Cost), Permit Resource Division, Sustainability, Contracts Support, etc. The Deputy PM must be capable of quickly recognizing what is required for a major capital construction project and providing the sustained effort necessary to see the project through from conception to completion. The selected candidate will also be responsible for continuous monitoring of key performance indicators with respect to Scope, Schedule, Budget, and other project performance metrics. Deputy PM will oversee delivery of a major program or group of projects within a portfolio. The selected candidate will also serve as Acting Portfolio Manager in the absence of the Portfolio Manager and will participate in bureau-wide programs/initiatives (e.g., RFP template development, SOP ownership, curriculum development/presentations for PM Training). The Deputy PM will support other initiatives or issue resolution within the portfolio, directorate, or bureau. The Deputy PM will perform program/project delivery tasks requiring more experience, resolve and keep watch over interrelated issues and schedules, and delegate less complex project management tasks to their AM/project support staff. Deputy PM will ensure close coordination, consistency, and communication within the portfolio. Under the direction of the PM, Deputy PM may serve as the construction lead responsible on portfolio projects in design to ensure constructability and provide recommendations on potential construction methods as well as sequencing. The selected candidate will evaluate and recommend cost-effective alternatives to meet project goals balancing scope, cost, and schedule constraints and may be tasked to deep dive into challenged projects to prevent further slippage or limit monetary exceedances. The selected candidate must be able to demonstrate critical thinking skills and effective independent data analysis. The Tort Division’s Early Intervention Unit (EIU) is seeking motivated and detail oriented attorneys to join its Insurance Takeover Group (ITO), Pleadings and Representation Group, and to serve as Settlement Negotiators. EIU attorneys serve a vital role in assessing the City’s eligibility for insurance coverage from City contractors and insurance carriers, reviewing requests for legal representation from City employees and City contractors in civil tort actions, and ensuring the timely preparation and filing of responsive pleadings on behalf of the City and its employees. These positions offer a unique opportunity to engage in critical early-stage legal analysis and representation decisions that directly impact the City’s litigation posture. Insurance Takeover (ITO) Attorneys in the ITO group review insurance coverage and defense or indemnification requests from contractors, negotiate defense assumptions with insurers, and advise agencies on the City’s defense obligations. Attorneys supervise and consult with outside counsel and other City agencies in connection with the City’s defense in insurance takeover cases and in connection with the prosecution of affirmative actions against recalcitrant carriers. The role includes drafting and filing responsive pleadings, conducting legal and factual research, developing early case strategies, and reviewing contracts and insurance policies. Pleadings and Representation Group (PRG) Attorneys in PRG evaluate representation requests from City employees in civil tort actions, ensuring timely preparation and filing of responsive pleadings. Settlement Negotiator Attorneys serving as Negotiators analyze cases for potential settlement, interview involved employees, and work with the City's Comptroller’s Office to lead or participate in negotiations.
