Hi! I have a few questions about how to find newly filed building permits in NYC.
It's my understanding that DOB NOW Build is the best place to find the latest and most up-to-date information on DOB permitting. Is it still worth querying BIS datasets like DOB Job Application Filings (https://data.cityofnewyork.us/Housing-Development/DOB-Job-Application-Filings/ic3t-wcy2/about_data) if I am only looking for the most recently filed data?
More specifically, my use case is to find buildings in Brooklyn that are planning new commercial and retail space. My current approach is to search DOB NOW Build Job App Filings for:
- job type = new building
- borough = brooklyn
- general_construction_work_type_ = Yes
I also filter for total_construction_floor_area > 20000 because I'm looking for larger buildings.
This works well to get a new dataset, but the info there doesn't tell me anything about commercial/retail space, as far as I can tell. So next I am attempting to get this data from PLUTO (https://data.cityofnewyork.us/City-Government/Primary-Land-Use-Tax-Lot-Output-PLUTO-/64uk-42ks/about_data). However, it occurs to me that PLUTO may be referring to *existing* buildings on the specified lot, rather than the *new* buildings being planned by the new building permit. Is that a correct assumption?
If so, could you advise me on better ways to obtain this data please? I would also like to consider jobs that are not new buildings but are major renovation that will include commercial or retail space. Thank you so much!

From DCP: Yes, PLUTO data is about existing uses, not planned. We source our data from DOF.
From DOB: The correct data sets to reference are primarily DOB NOW: Build - Approved Permits and DOB NOW: Build - Job Application Filings. In some cases, there can be permits requested and issued in BIS on new building applications that were filed in BIS, however that set is small and will continue to decline.
