Inquiry
Hello,
Thank you very much for your response to my inquiry. Is there any way to determine which of the expenditures are liquidations and which are accruals?
As you note, per Checkbook, the City has spent $30.95M on FMS CT107120211408132. However, if you total the expenditures associated with the same contract on the COVID-19 Expenditures Report data, it adds up to 69,820,190.09. Is there any context you can provide for this discrepancy?
Thank you,
Jamison

Hello,
I have a few questions about the COVID-19 Expenditures Report dataset. I have been cross-referencing the dataset with NYC Checkbook (the database published by the NYC Comptroller), and have noticed some considerable discrepancies. For example, if you look up FMS Contract ID CT107120211408132 on both datasets, the total expenditures vary considerably. Can you please provide some additional context on what "expenditures" means in the context of this dataset and whether it's comparable to NYC Checkbook?
In addition, would it be possible to provide an explanation of negative expenditure amounts -- I've seen a number of examples where there will be two identical expenditure amounts, but one will be negative and the other will be positive.
Thanks very much for your help. Happy to discuss over email (*****) or phone (*****).
Best,

Thank you for your inquiry. The COVID-19 Expenditures Report available on Open Data includes expenditures resulting from the City’s response to COVID-19. Expenditures include both liquidations and accruals.
NYC Checkbook is managed by a different office, and we can’t speak to their dataset. We looked into your contract example (FMS CT107120211408132), and the City has spent $30.95M through March 2023.
Thank you,
NYC Office of Management and Budget
