That data was created and released by the New York City Panel on Climate Change (NPCC). The Department of City Planning (DCP) published the data on NPCC's behalf.

The metadata is embedded in the GIS data and available here: https://www1.nyc.gov/assets/planning/download/pdf/data-maps/open-data/slr_metadata.pdf?r=1.
This GIS dataset is provided to enable users to assess future coastal flood risk. In particular, the data show areas of New York City that are potentially vulnerable to future flooding at high tide due to sea level rise under a range of model-based scenarios for the 2020s, 2050s, 2080s, and 2100.
This geodatabase includes layers showing the projected extent of future mean higher high water (MHHW) with sea level rise. Extents are based on local sea level rise projections released by the New York City Panel on Climate Change in 2015. The data include the 10th, 25th, 50th, 75th, and 90th percentile projections for the 2020s, 2050s, 2080s, and 2100. The data illustrate the scale of potential flooding, not the exact location, and do not account for erosion, rapid subsidence, or future construction. Feature classes are contained to NYC municipal boundaries and are not reliable for areas outside of NYC.
