I have a question about the 311 service request dataset. I'm trying to determine the number of requests created in August 2021 that have been closed, but the dataset seems to present contradictory information on that topic. Specifically, there seems to be a conflict between column C ("Closed date") and column T ("Status"). Some records list a closed date in column C but have statuses like "Assigned," "Open," "Pending" or "Started" in column T.
For example, on 9/3 I downloaded the data for all requests created in August 2021. At that time, 32,319 rows listed no closed date, 194,849 listed a closed date, and another 891 listed a closed date that was earlier than the created date (column B).
Of those 194,849 most had a status of "closed," but 3,141 had a status of "open" 1,189 of "assigned" 80 of "pending" and 4 of "started."
So, when trying to determine the number of August 2021 requests that have been closed, which data should I use? Only rows that have a closed date/time listed in column C? Only rows listed as "closed" column T? Only rows that fit both of those criteria? Or something else?
Also, regarding those 891 rows that had a closed date/time earlier than the created date/time, I'm assuming that was because of data entry errors and that I should exclude them from my analysis. Is that right, or is there a legitimate reason the closed date/time would be earlier than the open date/time?
