Hi, I'm checking certificate of occupancy status for Jackson Park, a multifamily development with 3 towers and 3 building IDs. https://data.cityofnewyork.us/Housing-Development/DOB-Certificate-Of-Occupancy/bs8b-p36w I can find the certificate of occupancy details for building ID 4596920 and 4596921. But I can't find the certificate of occupancy data for building ID 4618925. Why isn't certificate of occupancy data for 4618925 showing up when I download the certificate of occupancy data?

This is an unfortunate side effect of a known data problem with Department of Buildings (DOB) BINs. We are working to clean this up, but here's the explanation:

Sometimes when there is new construction, our BIN data gets out of sync with the master list of BINs set by Department of City Planning (DCP). Due to issues surrounding the business process of getting permits for a new building, the building's records might be related to a "Dummy" BIN, which has an 8 as the second digit. These Dummy BINs will not show up in any other agency's data.

In this particular case, you can see on our BIS system that BIN 4618925 (http://a810-bisweb.nyc.gov/bisweb/PropertyProfileOverviewServlet?bin=4618925&go4=+GO+&requestid=0) has 2 other Dummy BINs associated with it (Additional BINs for Building). The current Certificate of Occupancy is actually tied to BIN 4856065 (http://a810-bisweb.nyc.gov/bisweb/PropertyProfileOverviewServlet?requestid=9&bin=4856065). And if you use that BIN on our Certificates of Occupancy dataset (https://data.cityofnewyork.us/Housing-Development/DOB-Certificate-Of-Occupancy/bs8b-p36w/data), you'll see the recent history of COs there.

Another way to disentangle this issue is to look at the Borough, Block and Lot. Those may match when the BIN doesn't.

So if you're looking at the Buliding Footprints dataset (https://data.cityofnewyork.us/Housing-Development/Building-Footprints/nqwf-w8eh), and you can't find a matching record in DOB data, this is likely the reason why. We are working closely with DCP to fix this problem.

I am requesting information re: the [Violation Status] field.

If there is a null value does that mean the recipient of the citation has not challenged the citation?

All the values that do appear in the [Violation Status] field seem to indicate hearings, appeals, or some other type of claim of the recipient of the citation.

ADMIN CLAIM GRANTED: Ticket was contested, and the claim was denied administratively, without an ALJ/hearing (contested - guilty)

I'm trying to reconcile the job filings located in the DOB NOW Build public portal and the "DOB NOW: Build – Job Application Filings" dataset. It looks like the dataset is missing a very large amount of job filings available on the DOB NOW website (albeit in a much less accessible format). Can you give any guidance for when we can expect DOB NOW data to show up in the OpenData dataset?

For example, if you go to https://a810-dobnow.nyc.gov/publish/#!/ and search BIN 1036082, I can see sprinkler job "M00174525-P1". This job is not available in the OpenData dataset.

Thank you for your report. I looked into the specific example you gave, and M00174525-P1 is a Limited Alteration Application (LAA). As you noted, LAAs are not showing up in the DOB NOW: Build – Job Application Filings dataset. Because the data is slightly different in the database, this will be an entirely new dataset, and we plan to publish it on open data in October 2020. We have several new datasets and updates to existing datasets on the calendar over the next couple of years, so we appreciate your patience as we roll out all of these updates. Watch for the Open Data Compliance Plan that will be published in ~September on the portal for more details.

I have a question about the data quality/accuracy of certain fields.

I am interested in penalties imposed, penalties paid, and additional penalties or late fees. I see the definitions in the data dictionary (Paid Amount = The total amount paid by the respondent. Additional Penalties or Late Fees = Monetary penalties which are levied in addition to the original penalty amount and which may include a fee for payments made after the payment due date.)

For penalties imposed on health code violations related to lead (or, those containing "173.13"), none of the penalties imposed are recorded as “paid” in this dataset.

How should I interpret this blank "paid amount" field? Is it accurate that no penalties have been paid for lead-related violations? Is there another explanation (i.e. poor, inaccurate, or otherwise incomplete data)?

There seems to be no way for the end user to create measures.

How do we as end user publish "data sets" based on existing data???

This system seems to be very incomplete.

Look at total pay, it has total gross pay and total overtime pay and total other pay, but were is the sum???

If you want to show the total pay / total employees it seems that there is no way to do that.

Is that true?

This seems to be a severe limitation.

Thank you for reaching out about driver applications. The historic list you referenced in your inquiry is where application records are moved once the licensed is approved or denied. There are still active applications which were started in July working through the approval process in the current TLC New Driver Application Status list, which you can find here: https://data.cityofnewyork.us/Transportation/TLC-New-Driver-Application-Status/dpec-ucu7/data . The approval process can take weeks depending on how quickly the criteria for licensing are met, so a majority of the applications that were started in July are still incomplete and on the other list.

The correct fields show up when downloading the CSV file:

You can use the building class from the Property Valuation and Assessment Data Tax Classes 1,2,3,4 and the building classification code document to identify 2 family brick or frame homes.

Thank you for reaching out about this issue. It appears as though for some reason the download link redirects to a subset of the full 2015 dataset, from January to June 2015. There should be a full 144m rows for the full year. Thanks for reaching out about the FHV Base Aggregate Report data set. This list has traditionally been updated monthly, but recent changes to the TLC's data reporting standards have interrupted that schedule. Because new TLC rules have split the for-hire vehicle license into two separate license types, High Volume FHV and Traditional FHV, our IT team has required additional development time to accommodate for the new data, which has delayed updates to our lists on Open Data. We are hoping to have the FHV Base Aggregate Report updated through April in the next couple of days, and to return to a monthly update schedule over the next month or so. For my research I found the website of NYC Taxi & ridehailing usage which includes very valuable Information about the market itself. I would like to know how you define ride-hailing for the graphs and statistics? The dashboard you are referring to was not created by the TLC, so we cannot speak to the language used by its creator, in the graphs and statistics he produced. Uber, Lyft, Via, and Juno all operate in New York City under the TLC's High-Volume For-Hire Service license. Businesses that currently dispatch or plan to dispatch more than 10,000 for-hire vehicle (FHV) trips in NYC per day under a single brand, trade, or operating name via FHV bases must apply for the High-Volume For-Hire Service license. We do not legally differentiate between services that are primarily pooled, like Via, or sometimes pooled, like Uber and Lyft, although the congestion surcharge paid by the passenger is reduced for pooled trips. While we do not legally differentiate between the High Volume For-Hire Services company who do majority pooled versus majority non-pooled trips, all HVFHS trips are subject to new Driver Income rules, which you can read about here: https://www1.nyc.gov/assets/tlc/downloads/pdf/driver_income_rules_12_04_2018.pdf
These rules dictate that a measure of a company's utilization, defined as the percentage of time drivers are on a trip per working hour, be a factor in how much that company has to pay its drivers per trip. Hello! I'm a grad student doing research on data sharing in transportation. I'd read that NYC required FHVs to give specific pickup and dropoff locations, as well as license plates for the performing vehicle, which would then be shared in the public dataset. I downloaded this dataset to confirm, and found that pickups and dropoff zones were shown instead. Thanks for reaching out about the TLC's trip data. The TLC still collects vehicle plate, pickup lat/long, and dropoff lat/long for all trips, but we stopped releasing that information to the public through Open Data or Freedom of Information Law (FOIL) requests over concerns about our drivers' and passengers' privacy. When we first began releasing trip records containing anonymized driver identifiers and full lat/longs, users of the dataset were able to re-identify drivers and also to isolate the trips of specific passengers, so we now classify coordinates as Personally Identifying Information, exempt under FOIL. This policy regarding coordinate data was enacted before the TLC published FHV data, only taxi, so the coordinates of FHV trips have never been released.

The TLC has no plans to begin releasing coordinates at this time, but you can use the PULocationID/DOLocationID fields to determine the neighborhood of origin and the destination of each trip. These IDs come from the Taxi Zone map, which is also available on NYC Open Data: https://data.cityofnewyork.us/Transportation/NYC-Taxi-Zones/d3c5-ddgc

Regarding dataset "Medallion Vehicles - Authorized":

It appears there are nearly 12 million rows of data in this set. Because it is so large, I am having trouble culling the data. I'm also only able to download an incomplete set to my computer through excel (is there a better way to do this to get a complete set?).

I am assuming the nearly 12 million figure represents duplicative entries for the same vehicles. In short, I am looking for:

1) how many yellow cabs are currently authorized?

2) how many of those are WAV vehicle type?

Thank you for reaching out. You are correct in saying that there are duplicate entries-- the 'Medallion Vehicles - Authorized' list appends new records daily, rather than replacing the previous day's list. We are currently exploring new ways of archiving prior records, so this may change over the course of the next year or so.

If you were interested in only currently authorized medallions and which ones of those were hacked up as WAVs, you can use the date filter 'Last Date Updated' and set to the previous day's date (or the current date, if you are checking in the evening). This should pull <13k records, which you can further filter for WAV/non-WAV using the 'Vehicle Type' column.

The api endpoint for this dataset was https://data.cityofnewyork.us/resource/qpyv-8eyi.json until ~5 PM EDT on July 17, 2019 (21:00 07/17/2017 UTC), but then changed without notice to https://data.cityofnewyork.us/resource/faiq-9dfq.json.

This is now the fourth time an API endpoint for a dataset I use has changed without warning. The service I run is not critical, but many people depend on it, and any such changes should be announced in advance, in lieu of not happening to begin with. I use several fiscal year datasets, and when the fiscal year ends, the closing dataset (for the ending fiscal year) receives a new endpoint instead of simply remaining as is. Could you please investigate why this is happening and how to prevent it from happening in the future?

Hi ,

The situation you describe is not about the data itself but more about the operational maintenance of the data on the portal.

The pages that have been created on the Open Data Portal for the monthly “Parking Violations Issued” of parking tickets by Fiscal Year contain static information. At the end of each Fiscal Year, the data for that current Fiscal Year is archived onto a separate page per City guidelines and the “current” Fiscal Year page is maintained for the “new current” Fiscal Year.

The 2018 Taxi Trip Data, as well as all of our trip data, is uploaded to Open Data exactly as the TLC received it-- we do not modify any records that were submitted by technology providers authorized under the Taxicab & Livery Passenger Enhancement Programs, or TPEP/LPEP (see the disclaimer on the dataset for more info). These incorrect dates were errors that occurred with the metering of the trip or with the software, and were passed along to us. We recommend filtering by the date range of the dataset, in your case Jan 1 2018 - Dec 31 2018. Please let us know if you have any further questions.

The NYC Construction Dashboard provides a "Permit Time Series (2000-2019)" chart that shows total number of permits each year by type (i.e. New Build, Demolition, A1, A2, and A3). This data encompasses all permits across residential, commercial, and industrial. I was hoping to get this exact same data set but for JUST commercial (so excluding residential). If the existing backup data for the data set classifies each permit by whether it is residential/commercial/industrial, then the backup data will do just fine. Thanks!

The TLC stopped releasing anonymized driver identifiers over concerns that the data could be re-identified to reveal Personally Identifying Information about our drivers. We have no plans to add anonymized driver identifiers back to our trip records.

The TLC sometimes provides summary statistics on request for press—Bloomberg received those numbers directly through our Public Affairs office, not through Open Data. Because new TLC rules have split the for-hire vehicle license into two separate license types, High Volume FHV and Traditional FHV, which have different data reporting standards, our IT team has required additional development time to update our monthly aggregate reports on Open Data. We anticipate that this work will be done soon, so please check back frequently.
