Thank you for contacting NYC Open Data Help Desk. There are 2 ways in which you can delimit the number of columns you would like to export.
1. If you have an account with Socrata and you logged in, you can create a derived view from a dataset or filtered view, save that derived view, and then hide columns through the column editor modal in grid view. After saving those changes in the view, the remaining data can be exported using the Export option in grid view. To signup for the account, please visit this URL: https://data.cityofnewyork.us/signup
2. Without needing to create a derived view, a user can write a SoQL query from the SODA API endoint using a "Select" parameter to explicitly specify the desired columns. Please note that API defaults the limit to 1000, so you will need to set the limit to accommodate 311 dataset. After viewing the .json to verify that they you are getting the expected results from their query, you can change the end of the URL from .json to .csv in order to download those results as a CSV.
