(1)What are the date limitations in the J-51 dataset? It looks like data are missing before init_year 1964? or 1959? and before tax_year 1970 even tho there are records for those time periods. [Counting would be soooo much easier if each record had any unique identifier. So I'm slipping a request in here too, I guess. You also might want to add date limitations info to the Data Dictionary, too. Sorry to be greedy. But I LOVE your work!]
J-51 goes back to 1955. I'm not sure what the effective year is, so do data exist going back to the first J-51 benefit granted? Will such data make it into this dataset? If the answer to the latter question is no, are the data available via FOIL request?
(2) ABATE_GRANTED and ABATEMENT are the same numbers. I'm very sure that one of those should be the total, multi-year amount and the other should be the amount used in the named tax year. That is how the DOF web site used to do it so the data or the routine for deriving it exists. I can back into it too, but doing it often will be a pain. Can you fix?
(3) I see the Data Dictionary's mention of TAX_YEAR = 9999, But it is INIT_YEAR that often has 9999. Same idea? (Seems a bit odd to have multiple abatements STARTING in the same year, but if you insist....)

. The J-51 data on the portal goes from 1973 - 1/2019. We do not have accessible data prior to 1973.
2. ABAT_GRANTED and ABATEMENT have the same value.
3. TAX_YEAR = 9999 represents the total exemption when there are multiple exemptions for the same year.
