The way things are rendering on the website (https://data.cityofnewyork.us/Housing-Development/DOB-Violations/3h2n-5cm9/data), there are sometimes columns that are shifted to the right after a free text field. My guess is that whatever separator the program is searching for in the raw data when it is loaded is contained somewhere in the strings STREET, DISPOSITION_COMMENTS, or DESCRIPTION for these rows.
Examples: Either navigate to the webapp or download the CSV from the link provided above. Filter on ISN_DOB_BIS_VIOL in (98699, 228391, 688184). When ISN_DOB_BIS_VIOL = 98699, you will see STREET = 139, DISPOSITION_DATE = "NASSAU STREET", and DISPOSITION_COMMENTS = 19950307. When ISN_DOB_BIS_VIOL = 228391, you will see STREET = 102 and DISPOSITION_DATE = "WASHINGTON PLACE". When ISN_DOB_BIS_VIOL = 688184, you will see STREET = 174, DISPOSITION_DATE = "WEST 58 STREET", and DISPOSITION_COMMENTS = 20000324. None of these rows are displaying valid values for DISPOSITION_DATE as the values have been shifted to the right.
