Residential Buyouts
Mitigation Actions Description
Develop and implement a blue-sky residential buyout program (i.e. Housing Mobility & Land Acquisition Program) that allows the city to acquire flood vulnerable properties at a high risk of coastal storm surge, tidal, and/or stormwater flooding and convert the property to resilient and sustainable end uses, such as neighborhood parks, wetlands, bluebelts, etc. Additionally, ensure that services can be scaled-up as required post-disaster, and provide on-going housing and financial counseling services (and case management) to participating homeowners and tenants
Description Problem
With increasing climate risks more and more New Yorkers are interested in relocating to less flood-vulnerable homes and neighborhoods. While, the City undertook some residential buyouts following Hurricane Sandy, a standing program does not exist. Additionally, lessons learned from the post-Sandy process indicated that case management support and housing counseling helped to support successful buyouts and resident needs. The City has committed to developing a permanent program that leverages state and federal funding in the 2023 update to PlaNYC.

Description Of Social Vulnerability Addressed
Through this program the city intends to offer housing and financial counseling services to ensure that LMI households and other vulnerable populations are also assisted in identifying housing that meets their needs, etc. And ensures that vulnerable populations have options to relocate to safer areas with less flood risk.
