Hazard Mitigation Plan - Mitigation Actions Database

New York City’s comprehensive effort to reduce or eliminate potential losses from the hazards described in the Hazard Specific section of the website. The map includes existing and completed mitigation actions that will minimize the effects of a hazard event on New York City’s population, economy, property, building stock, and infrastructure. It is the result of a coordinated effort by 46 New York City agencies and partners to develop and implement a broad range of inventive and effective ways to mitigate hazards.

NOTE: This table can be joined to the mapped projects using the HMP Index field.

Description Of Social Vulnerability Addressed
DOT facilities are critical to maintaining vital public infrastructure and services, including for the most vulnerable New Yorkers. It is imperative that these facilities remain open and operable at all times, and especially during times of extreme weather events so that DOT can do everything possible for public access and safety.
Description Of Critical Facility
DOT facilities are critical to maintaining vital public infrastructure and services. It is imperative that these facilities remain open and operable at all times, and especially during times of extreme weather events so that DOT can do everything possible for public access and safety.

(FEMA conduit only: Implementing resilient features such as corrosion-resistant materials, and raising vulnerable electrical equipment above flood levels, can help protect conduit in the case of future events.)
Notes
Harper Street bulkhead reconstruction achieved substantial completion in 2016. NYCDOT is working with NYCEM and the Interim Flood Protection Measures Program to implement temporary flood protection measures at several DOT owned facilities. DOT Facilities is in the middle of a design-build project at Harper Street Yard, which will make the site resilient from coastal and stormwater flooding. DOT Facilities is also conducting a CPSD study at Flatlands Yard to assess flood impacts and develop design options for the site to build resiliency from coastal and stormwater flooding. DOT Facilities is looking into different types of grants (BRIC, FMA, etc.) to fund projects to assess the flood risks at different waterfront sites.

Note that $600K cost refers specifically to the FEMA-funded replacement/upgrade of electrical conduit.

Mitigation Actions Title
Extreme Heat Resiliency
Mitigation Actions Description
The project consists of three measures to mitigate extreme heat, the urban heat island (UHI) effect, and improve stormwater drainage at Lehman Village buildings, a New York City Housing Authority (NYCHA) development located in East Harlem. The scope of work includes the following three components: 1. Installation of in-unit heat pump/air conditioners (HPAC) and auxiliary equipment at the four Lehman Village buildings 2. Green Urban Heat Island (UHI) strategies at Lehman Village development, including 1) green parking lots, 2) cool playgrounds, and 3) neighborhood gardens. 3. Backup power at a public cooling center located at Lehman Village to mitigate loss of power during extreme heat events (PV + battery backup).
Description Problem
Extreme heat is New York City’s deadliest natural disaster: every year, it results, on average, in over 450 emergency room visits, 150 hospital admissions, and 115 deaths. Without preventative planning, climate change will result in more heat-related illness and death as the average temperatures increase, along with increased frequency, intensity, and duration of heat waves and hot days in New York City. Most heat-related illness and death occurs after exposure to extreme heat indoors, when residents spend too much time in very hot conditions in their homes. NYCHA residents, like low-income populations throughout New York City, have much lower access to air conditioners than the city as a whole.

St. Nicholas Houses Heat Resiliency
Mitigation Actions Description
The project will undertake a holistic heat-mitigating retrofit to reduce morbidity and mortality from the effects of extreme heat at St. Nicholas. This will include: 1) the installation of an innovative heating and cooling system throughout all 13 of St. Nicholas' buildings, and 2) the use of complementary nature-based strategies to reduce the Urban Heat Island effect in the surrounding property and mitigate the energy use of cooling systems at St. Nicholas.
Description Problem
Extreme heat is New York City’s deadliest natural disaster: every year, it results, on average, in over 450 emergency room visits, 150 hospital admissions, and 115 deaths. Resilience Hubs
Mitigation Actions Description
The project's goal is to identify sites for resilience hubs that are ready for design and implementation, and future funding. Specifically, the project will 1) Develop and validate a package of retrofit measure that would most effectively support community resiliency during disasters; 2) Evaluate which community spaces have the potential to serve NYCHA residents most effectively as resiliency hubs, looking at factors such as capacity of space, convenience of location, and enthusiasm of providers of social services at the community center; 3) Develop a plan for partnership at each site; and 4) Develop benefit-cost analysis methodology for resilience hubs.
Description Problem
The population of NYCHA is increasingly vulnerable to the impacts of climate change and resident leaders have identified a lack of resources and preparedness during times of extreme weather. Resilience Hubs are upgraded community centers which will mitigate against extreme weather and provide residents with a resilient space to distribute resources and foster social resilience which endures the most disruptive of events.

In October 2012, Superstorm Sandy caused the most costly and destructive disaster to impact New York City public housing in its history. Thirty-five New York City Housing Authority (NYCHA) sites, home to over 60,000 New Yorkers, suffered major storm-related damage, including disabled electrical and mechanical equipment, compromised building structures, and deteriorated landscapes.
