Hazard Mitigation Plan - Mitigation Actions Database

New York City’s comprehensive effort to reduce or eliminate potential losses from the hazards described in the Hazard Specific section of the website. The map includes existing and completed mitigation actions that will minimize the effects of a hazard event on New York City’s population, economy, property, building stock, and infrastructure. It is the result of a coordinated effort by 46 New York City agencies and partners to develop and implement a broad range of inventive and effective ways to mitigate hazards.

NOTE: This table can be joined to the mapped projects using the HMP Index field.

Flood Mitigation and Emergency Power at OCME Brooklyn and Queens Forensic Pathology Centers
Mitigation Actions Description
OCME Brooklyn and Queens Forensic Pathology Centers, while in operation daily also currently serve as contingency relocation facilities should the OCME Manhattan faculties be rendered inoperable. Each facility is currently equipped with generators that could power the entire building; however, they are not hooked up to provide emergency power to entire building at this time. Generators are currently only wired to support "life safety" and remains storage power needs. This project would include the retrofitting of building to ensure all systems are on generator emergency power. In addition, the installation hookups for temporary generators to support HVAC and essential functions. Steam is currently provided by host hospital facilities for heating/cooling; the installation of portable boilers would support heating/cooling for building when host source is unavailable.
Description Problem
Weather-related or other utility disruptions impacts OCME's ability to support essential functions including the storage, examination, and release of remains in a safe and timely manner, the functioning of the agency operations center to serve as operations coordination citywide, and the forensic biology laboratories which conducts analysis for victim identification and to support the criminal justice system.

Mitigation Actions Description
OCME has been notified that the 800 mHz radio system in-use across NYC will be updated to a new system, rendering the current equipment and infrastructure useless. This project includes the purchase and deployment of equipment/systems to support updated Radio Communications technology. In addition, due to the use of radio technology to support agency operations and ensure contingencies when normal means of communication are impacted, this project includes updates to the OCME Agency Operations Center.

Agency Vehicle Replacement
Mitigation Actions Description
This project includes the replacement and update of OCME Fleet to ensure the continuity of essential functions during inclement weather (i.e. snow). As vehicles are due for replacement, OCME has prioritized the purchase of 4-wheel drive vehicles to ensure functionality and safety in hazardous conditions. In addition, the purchase of vehicles with special features anf/or retrofitted designs allow for the multi-use of vehicles for remains storage, transport and movement of personnel and materials as needed during an incident.
Description Problem
OCME must maintain the ability for vehicles to operate in challenging conditions to support essential functions to recover decedents, transport to agency facilities, and to respond to mass fatality incidents.

Long-Term Relocation Contingency for OCME Manhattan Facilities
Mitigation Actions Description
Both OCME Facilities (Hirsch Center for Forensic Science and Manhattan Forensic Pathology Center) are located in Evacuation Zone 1, indicating that there is a risk for significant impacts to OCME operations due to flooding and/or storm surge hazards. In the case that these facilities are compromised, OCME has identified redundancies necessary to ensure continuity of essential services and preventing the loss of vital records, etc. This project would include the lease or purchase of approximately 100,000 square feet of space to be retrofitted to meet the multi-use needs of OCME. Potential uses include: Secondary location for OCME Operations Center; relocation of records; relocation and storage of evidence and samples; staging of disaster response cache of supplies, equipment and vehicles; secondary location for receiving and materials management; potential cold storage for remains storage; general workspace. Space must meet the following requirements or be able to be retrofitted to include: temperature-controlled space, CCTV-monitored and secure, multiple loading docks, connectivity to city network, etc.

Description Of Social Vulnerability Addressed
Communities in the city that don't have walkable access to a park or other public greenspace, often rely on community gardens for outdoor recreation. Community gardens are also an important focal point for social networks. Improving soil quality in urban agricultural settings decreases potential for exposure to legacy contamination in gardens and increases the quality of this community infrastructure for community-driven agriculture.

Mitigation Actions Description
Launch full operation of the soil bank for use in elevating grades or creating natural barriers to mitigate impacts of storm surge or sea level rise.
Description Problem
Sea level rise and increasing storm intensity has increased vulnerability in waterfront areas across the city. Government response has included the development of large, storm protection infrastructure (berms, levies, sea walls, etc.) that require large volumes of soil to construct. Utilization of the NYC Clean Soil Bank to reuse clean soil generated by construction projects within the city on resiliency infrastructure projects has the multiple benefits of reducing costs for city projects, fewer truck miles driven for soil disposal and procurement, and correspondingly, decreased diesel fuel consumption and greenhouse gas emissions from the construction industry.
Additionally, utilization of the Clean Soil Bank in general construction also realizes these benefits, decreasing the climate impact of the construction industry.

NYC Voluntary Cleanup Program

Clean up contaminated properties throughout New York City. Includes installation of vapor mitigation systems, protection of building inhabitants in the event of hazardous materials release; installation of cover systems, providing containment in the event of hazardous materials releases/spills; and groundwater remediation. This will improve groundwater quality for potential use during drought.
Description Problem
The biggest obstacles to brownfield cleanup and redevelopment are the uncertainty of cleanup obligations, fear of pollution liability, and lack of financing. Property owners, developers, and community organizations that are in a position to redevelop brownfields are also encumbered by the often lengthy and uncertain cleanup process. These risks usually lead developers to pass over brownfield properties and choose clean properties, perpetuating a cycle of disinvestment, abandonment, and neglect.
