New York City’s comprehensive effort to reduce or eliminate potential losses from the hazards described in the Hazard Specific section of the website. The map includes existing and completed mitigation actions that will minimize the effects of a hazard event on New York City’s population, economy, property, building stock, and infrastructure. It is the result of a coordinated effort by 46 New York City agencies and partners to develop and implement a broad range of inventive and effective ways to mitigate hazards.

Schodack Island State Park restoration addresses the impacts of placing dredged material from the navigation channel in tidal wetlands, side channels, and between river islands. Restoring tidal wetlands (19.1 acres) and reestablishing a side channel/wetland complex (8.5 acres) connecting the Hudson River with Schodack Creek would restore a mosaic of large river habitats. Side channels provide moderate velocity, high-biodiversity refuges, which serve as nursery, resting and feeding habitat for federally endangered species (shortnose sturgeon and Atlantic sturgeon), American shad, striped bass, and a variety birds, mammals and reptiles.

Henry Hudson Park shoreline restoration addresses the impacts of hard-armoring the shoreline and placing dredged material from the navigation channel in wetland areas. The restoration of tidal wetlands along Vloman Kill and tidal wetlands at the confluence of Vloman Kill and the Hudson River (3.7 acres), and the establishment of a living shoreline (1,760 linear feet) and tidal wetland habitat (0.6 acres) along the Hudson River would increase the area and quality of intertidal and shoreline habitat available to fish, amphibians, invertebrates, and birds.

Ambrose Channel sand was beneficially used in 2012 to restore an additional 30 acres of marsh islands at Black Wall (155,000 cubic yards of sand, 20.5 acres) and Rulers Bar (95,000 cubic yards of sand – 9.8 acres). The NYSDEC and NYCDEP paid 100 percent of the increased costs associated with sand placement. A community-based planting effort was led by NYCDEP, EcoWatchers, Jamaica Bay Guardian and the American Littoral Society.

Mitigation Actions Description
The project includes a beach berm with sections planted with dune grass, as well as two terminal groins and a breakwater to minimize long-term erosion and reduce the need for future renourishments of the berm. Phase I, the beach berm, was constructed immediately prior to Hurricane Sandy, preventing what could have been significant structural damage to the Belt Parkway during the storm. More than 100,000 cubic yards of sand was beneficially reused from the Ambrose Channel dredging project associated with Harbor Deepening Project. Phase II was completed over the course of 2013 and involved the construction of the stone groins and the breakwater.

The project study area includes the Rockaway Peninsula and the communities surrounding Jamaica Bay in the boroughs of Queens and Brooklyn in New York City. The original Rockaway Beach project was authorized by Congress as a 100-200-foot-wide beach at an elevation of 10 feet above Mean Low Water from Beach 149th Street to Beach 19th Street, approximately 6.2 miles. From 1977 until 2004, the U.S. Army Corps of Engineers (USACE) designed, constructed and maintained the project. Because of the high cost of the construction and continued nourishment and the continued challenge of the eroding shoreline, USACE was directed to “reformulate” the original plan, with the objective of finding a long term, cost-effective solution to the effects of continued erosion on the Rockaway peninsula.
