New York City’s comprehensive effort to reduce or eliminate potential losses from the hazards described in the Hazard Specific section of the website. The map includes existing and completed mitigation actions that will minimize the effects of a hazard event on New York City’s population, economy, property, building stock, and infrastructure. It is the result of a coordinated effort by 46 New York City agencies and partners to develop and implement a broad range of inventive and effective ways to mitigate hazards.

Description Problem

Construct the Shaft 4 connection, a new engineered connection between the Catskill and Delaware Aqueducts at the Delaware Aqueduct's Shaft 4 location, where the two aqueducts cross. This connection will allow DEP to divert Delaware system water into the Catskill Aqueduct, thereby allowing DEP to reduce the flow of water from Ashokan Reservoir when turbidity is elevated while still maintaining sufficient flow to provide service to outside communities and meet overall demand. This increases operational flexibility, reduces turbidity levels entering Kensico, and improves water quality for outside communities.

Reconstruct seven high-hazard dams to safely pass the probable maximum flood criteria in accordance with NYS dam safety guidelines (NYSDEC guidelines for existing Class C dams is to safely pass the ½ PMF. DEP’s goal is to design dam improvements for 100% PMF where practical within physical and fiscal constraints) and withstand seismic loading based on NYSDEC seismic guidance.

The following dams are being reconstructed and funded in the Capital Plan:

Gilboa Dam (impounding Schoharie Reservoir):
Dam stability and spillway work complete. Substantial completion was August 2015. Note also that a design to remove the moveable gates and fill in movable gate notch is in progress

Olivebridge Dam (impounding Ashokan Reservoir):
Hydraulics - In Facility Planning Phase. Construction of Spillway Capacity Improvements construction estimated 2035 to 2039. During Facility Planning, the Project Design Team recognized that the existing system almost contained the 100-percent Site Specific (SS) PMF (without freeboard) and that extensive improvements were required to contain the 100-percent (with freeboard). Therefore, additional analyses including routing of fractional SS PMFs through the facility considering State of Good Repair improvements coupled with more modest alternative improvements were performed. As a result, the project Spillway Design Flood was selected to be the 75% SS PMF which exceeds the regulatory requirement.

Stability - West Dike Stability improvements completed 2023. Other improvements to dams and dikes in Facility Planning phase – construction estimated to occur 2029-2033)

New Croton Dam (impounding New Croton Reservoir):
Project is in Facility Planning phase and includes spillway improvements to pass 100% PMF and stability improvements. 100% design is projected late 2026.

The following dams will be considered for reconstruction based on results of ongoing dam inspection program, Cannonsville Dam (impounding Cannonsville Reservoir), Merriman Dam (impounding Rondout Reservoir), Downsville Dam (impounding Pepacton Reservoir) and Neversink Dam (impounding Neversink Reservoir).” Engineering Assessment project is in progress, assessments schedule to be completed in 2024. Engineering Assessment projects do not include design of any recommended improvements.

The Water Demand Management Plan has successfully saved 22.7 million gallons of water per day as of 2023 and the water shortage rules were promulgated revisions in May 2022 to existing water shortage rules to impose use restrictions, if necessary, during drought and water shortage emergencies.
Description Problem
With the Delaware Aqueduct shutdown set to begin in 2024, to optimize water supply during the shutdown, DEP established water conservation policies and programs. The Water Demand Management Plan and water shortage rules also address drought and water shortages which can potentially disrupt water supplies in the future if not planned for through water conservation policies and programs.

To rapidly assess environmental conditions at evacuation centers and city shelters during a coastal storm and other emergencies to report conditions that need resolution by the shelter manager or that need interagency intervention.
Description Problem
Shelters utilized during a coastal storm response will require assessment of environmental conditions - food safety, internal climate, access to appropriate facilities for sanitary purposes, etc - so EH maintains an annual training cycle for staff assigned to this role, as well as the survey tool to be used to assess shelter conditions.
