Tenant Harassment Assistance

Get information and assistance for tenant harassment.

<p>It is illegal for building owners to force tenants to leave their apartments or surrender their rights. If you are a low-income tenant in an apartment in the City who is being harassed by your landlord, you can get information and help, including free or low-cost legal assistance.</p> <p>Mayor de Blasio has created a program to provide legal assistance to low-income tenants who are being harassed by landlords who are trying to take advantage of zoning changes to force out tenants. The program also provides additional legal services for tenants. A special task force will review complaints that are submitted through 311 and 311 Online to identify potential situations where harassment may be occurring to investigate and prosecute landlords who harass tenants.</p> <p>State and City agencies will work together to review complaints that are submitted for various types of harassment. Vacate Orders for Building Structures Damaged by Hurricane Sandy

Get vacate order information for properties affected by Hurricane Sandy.

<p>No one is allowed to enter structures or buildings that have active, limited, or full preemptory vacate orders in effect. If a person is currently on the premises, you should call 911.</p> <p>Vacate orders are issued to ensure public safety from damaged buildings, illegal or unsafe conditions, or dangerous conditions that may exist on or near the property. If you have seen people on the premises but they are no longer there, you may file a report with the City. Violations are issued when appropriate.</p> <p>The amount of time a vacate order is in effect depends on the severity of the problem and how soon an unsafe condition is corrected. Details are provided on placard stickers posted on the premises by personnel from the Department of Buildings (DOB) and other agencies. Depending on the color of the placard sticker, the entire building or a specified portion of the building structure may no longer be accessible.</p> <p>Once posted on the premises, placard stickers must remain on the premises until you are notified by the DOB.</p> <p>In the aftermath of Hurricane Sandy, DOB is conducting inspections of structures affected by the storm. Inspection placard stickers have been placed on inspected properties.</p> <p>The placard sticker colors and what they mean:</p> <p>•  Green - No restriction: No apparent structural hazard was observed. You are not restricted from entering and re-occupying your building. The Green sticker must remain on your premises until you are notified by the Department of Buildings.</p> <p>•  Yellow - Restricted use: Property is damaged. Entry limitations are specified on each posting. You must have an architect or engineer evaluate for structural damage. If you only had flooding, you must hire a New York City licensed electrician or plumber to perform work. The Yellow sticker must remain on your premises until you are notified by the Department of Buildings.</p> <p>•  Red - Unsafe: Property is seriously damaged and is unsafe to enter or occupy. A red tag does not mean your home will be demolished. Red tagged property indicates that there is some form of hazard that prohibits re-entry or re-occupancy, such as a structural issue. You must have an architect or engineer evaluate. Pilot Program is voluntary and based on the neighborhood where you live. After you text-to-join, you will be asked to register and provide your name, address, phone number, email address and language preference.</p> <p>Registered participants will receive a text alert when there is heavy rain and another text alert when the rain ends and it is all clear. Interested residents outside of the pilot area can also text-to-join and will be added to a wait list for potential future pilot phases. The pilot program will run from June 6 through November 2016.</p>

Illegal Dumping Complaint

Report the dumping of large amounts of trash.

<p>Illegal dumping is when material (bags, construction debris, appliances, etc.) is dumped from a vehicle onto public or private property. You can report chronic illegal dumping.</p> <p>The Department of Sanitation will monitor the location and try to catch the person in action but will not remove the garbage. If you are a property owner or manager, you are responsible for the removal of garbage from public sidewalks next to your property, even if it was dumped and you filed a report. You may get a ticket for garbage you should have cleared but did not.</p> <p>Sanitation may help with the removal of unusually large items dumped in the street or sidewalk but does not remove items from private property, including community driveways and parking lots.</p> <p>Through the Illegal Dumping Reward Program, you may be eligible to receive half of the fine collected for an illegal dumping crime. You must witness illegal dumping and fill out an affidavit that leads to a conviction.</p>

<p>The Disability Rent Increase Exemption (DRIE, also known as the NYC Rent Freeze Program) is an exemption against future rent increases for eligible disabled persons living in rent-controlled, rent-stabilized, Mitchell-Lama and other eligible apartments. Applicants must meet certain eligibility requirements for DRIE benefits.</p> <p>Landlords of DRIE tenants will receive tax credits to make up the difference between the frozen rent and what the DRIE tenants would be paying without the benefit.</p> <p>For assistance with DRIE, including enrollment, renewals, appeals, transfers, and adjustments, tenants and landlords can contact the Department of Finance's DRIE Unit <a href='http://www.nyc.gov/contactfinance'>online</a>, or visit the SCRIE and DRIE Walk-in Office at 66 John Street, 3rd floor, New York, NY, Monday to Friday, 8:30 AM to 4:30 PM.</p> <p>Several community-based organizations also provide assistance with DRIE enrollment.</p> <p>You can contact the DRIE Ombudsperson for help resolving issues with your application or benefits.</p>

The City also accepts complaint against tax preparers.<br> <br>Consumer protection laws require tax preparers to sign every return with their true business names, provide a copy of each return to the consumer, give an itemized bill, return all personal papers to the consumer, and provide representation at any audit if that service has been promised. Tax preparers may not reveal any details of the return to any unauthorized person or alter any entries after the taxpayer has signed.<br><br>Tax preparers are required by law to give each customer a current legible copy of the Consumer Bill of Rights Regarding Tax Preparers for free before they begin discussing tax preparations. Tax preparers must disclose to customers that a Refund Anticipation Loan (RAL) is not a tax refund, but rather a high-interest loan against an anticipated tax refund. By law, any advertisement for a RAL must state that it is a loan, that the lender will charge a fee or interest, and it must identify the lender. The City accepts complaints about tax preparers that do not disclose legally required information about RALs.
